Martyn Barrett

Martyn Barrett is Emeritus Professor of Psychology at the University of Surrey, UK. He obtained his degrees from the Universities of Cambridge and Sussex. He is a developmental and social psychologist but has a strong commitment to interdisciplinary research, and he has worked with educationists, sociologists, anthropologists, political scientists and policy analysts.

His research examines the development of intercultural, democratic and global competence, young people’s civic and political engagement, and the role that education can play in equipping young people with the competences required for intercultural, democratic and global citizenship. He has worked as an expert for the Council of Europe since 2006, and he led the expert group that developed the Council of Europe’s Reference Framework of Competences for Democratic Culture. He also contributed to the development of the conceptual framework and assessments of global competence used in the OECD’s Programme for International Student Assessment (PISA) in 2018. Most recently, he helped to develop new guidance and recommendations for education policymakers and practitioners working in formal and non-formal education on Education for Sustainable Development for the Council of Europe.
